Small business confidence in the United States took a step back last month, according to new data, as owners grappled with a mix of persistent cost pressures, hiring difficulties and an unclear economic outlook.
The latest survey from the National Federation of Independent Business showed that its optimism index fell below the long-term average in September. The reading marks a shift from earlier in the year, when sentiment had shown signs of steady improvement. Economists watch this index closely because small companies account for a large share of employment and economic activity across the country.
Several factors weighed on owners. Inflation remains a top concern, with many reporting that higher prices for supplies, rent and wages are squeezing margins. Labor shortages also continue to limit growth, as businesses struggle to fill open positions despite offering higher pay. In addition, uncertainty around interest rates and future economic policy has made some owners hesitant to invest in expansion or new equipment.
Not everyone is pessimistic. One retail store owner described the current climate as one of cautious optimism, noting that sales have held steady even as costs rise. That view reflects a broader split among small businesses, some of which are managing to adapt while others pull back.
The survey results suggest that while conditions are not deteriorating sharply, the recovery in small business sentiment remains fragile. Owners are watching for clearer signals before making major commitments.
