Israeli startups are facing a tough reality at home. The shekel has been strong, making local engineers and developers some of the most expensive in the world. At the same time, global venture capital has tightened. For many young companies, the old model of hiring a fully local team is becoming unsustainable. Yet, the startup ecosystem is not shrinking. It is scaling upwards, thanks to a strategic shift toward offshore talent.
According to ONE Offshore, the primary driver for this change is not just cutting costs. While saving money is a clear benefit, most companies are actually outsourcing to expand their teams. They are not replacing local workers. Instead, they are using remote talent to fill gaps they could not fill at home. A startup that needs five senior backend engineers but can only afford two in Tel Aviv can now hire three more in Eastern Europe or Latin America for the same budget.
This approach allows companies to move faster. They can launch products, test markets, and iterate without burning through their funding rounds. The "shekel squeeze" has forced founders to think globally about hiring from day one. The result is a leaner, more agile startup nation that competes on innovation rather than just local headcount. The offshore model is no longer a backup plan. It is a core growth strategy.
